Abstract | The author detainls efforts by the Qing Dynasty in 1909 to unify the postage system, and efforts to launch Tibetan postage with the first trilingual (Chinese, Tibetan and English) seal to affix to dragon stamps originally issued in Shanghai in 1898. The stamps went out of circulation soon after the fall of the Qing in 1911. |
